Knowledge, research, development and innovation together with the people that provide them are the critical factors of contemporary economic and societal development. This is the way the European Union sees it in the Lisbon strategy and a similar understanding is reflected by the Government of the Republic of Estonia in its strategic document Successful Estonia 2014. Strengthening of these factors is the task of the Research and Development Council and the Government Counsellor advising the Government of the Repulic.
