"Estonia is a knowledge-based society where new knowledge, the application of knowledge and skills, as well as the development of human capital, constitute the source of economic and labour force competitiveness and an enhanced quality of life.

Estonia has preserved its identity, supporting research and promoting national and intellectual values.

Cooperation between the state, the private and the third sector is based on the recognition of common objectives and striving for their achievement. Openness and innovation have turned Estonia into an appreciated international cooperation partner."

This is what future looks like in Estonian Research and Development and Innovation Strategy 2007-2013. Knowldege-based Estonia (pdf). Knowledge, research, development and innovation together with the people that provide them are the critical factors of contemporary economic and societal development. This is the way the European Union sees it in the Lisbon strategy and a similar understanding is reflected by the Government of the Republic of Estonia in its strategic document Successful Estonia 2014. Strengthening of these factors is the task of the Research and Development Council and the Government Counsellor advising the Government of the Repulic.

This website provides you information about co-ordination of research and development and innovation in Estonia. You will find an overview of the proceedings of Estonian Research and Development Council, an advisory body to the Government of the Republic of Estonia. In addition, you have the possibility to get better acquainted with Estonian research and innovation policy and its development.
