In today’s session, the Government decided to submit to the Riigikogu for approval the draft Act on the Ratification of the State Border Treaty between the Republic of Estonia and the Russian Federation and the Treaty on the Delimitation of Maritime Areas of Narva and the Gulf of Finland between the Republic of Estonia and the Russian Federation.
These Treaties will determine the state border between the Republic of Estonia and the Russian Federation and delimit the maritime areas of Narva and the Gulf of Finland between the countries.
The Treaties will be ratified in the Riigikogu. Pursuant to the Constitution, the Riigikogu ratifies international treaties which modify state borders, as well as the international treaties whose implementation requires the passage, amendment or repeal of Estonian laws.
The Government of the Republic approved the drafts of the Treaties on 23 May 2013 by its Order No. 244. The Treaties were signed on 18 February 2014 in Moscow by the Foreign Ministers of Estonia and Russia.
The Government of the Republic introduced the draft Act on the Ratification of the Treaties by its letter No. 2-6/14-00451-1 of 7 March 2014. The draft underwent the first reading in the Riigikogu on 16 April 2014. The second reading was not performed because of the expiry of the mandate of the Riigikogu and thus the draft dropped from the proceedings of the Riigikogu and the Government of the Republic must reintroduce the draft Act.
The Act will enter into force pursuant to general procedure. The Treaties will enter into force after 30 days from the day of exchange of ratification letters.
