Research and Development Council considers it necessary to launch the risk capital program without delay

Tallinn, the Stenbock House 9 December 2003 Today, at the meeting of the Research and Development Council, the main topic discussed was the launching of the state risk capital program. Members of the Research and Development Council were unanimous in their opinion that the launching of the risk capital program was absolutely necessary and justified, and this had to be done in the second half of 2004, at the latest. "For the development of highly competitive economy the development level of risk capital market is an important factor. The primary task of the government is to increase the competitiveness of Estonia, and for this purpose the process Eesti Edu 2014 (Estonian Success 2014) was also launched. Therefore, the launching of the risk capital program next year is a matter of state importance", recognised Prime Minister Juhan Parts. The Research and Development Council made a proposal to the Ministry of Economic Affairs and Communication to prepare a draft resolution on the program launch and submit it to the Government of the Republic in January 2004 at the latest. Also, a proposal was made to the competitiveness committee of the government to prepare the action plan of launching the program within the first half of 2004, involving business circles and social partners in this process. According to Raul Malmstein, government development adviser, members of the Research and Development Council expressed their satisfaction with the fact that the launching of the program had found positive response from representatives of various interest groups. "The preparations which the Ministry of Economic Affairs and Communication has done over the last three years will hopefully yield fruit before long. But we will achieve the best result only in cooperation with the Strategic Initiative Centre, undertakings and their representative organisations", Malmstein acknowledged. Among other topics, the financing of Estonian research, development of academic infrastructure, and state research programs were discussed at the meeting.
