The procedure clarifies and partly simplifies the proceedings of the articles throughout the process, from the request for implementation to the implementation itself and finally to the notification.
It outlines the procedures for processing articles nationally when their use is requested by other countries and defines the national processes and competence if Estonia wishes to use any of these articles.
The articles cannot be processed nationally by one exact procedure due to their different nature. While Articles 5 and 4 of the North Atlantic Treaty define the common defence of the Community and the convening of the North Atlantic Council in the event of a real threat, and Article 42 of the EU Treaty states the obligation for the member states to assist a Member State which is the victim of an armed attack, the use of Article 222 of the Treaty on the Functioning of the European Union does not have to be linked to a security situation and can also be used in the event of a natural disaster or a pandemic.
