According to Prime Minister Kristen Michal, the government needs to be prepared for possible crises in order to take the initiative and keep the situation under control. “In a crisis, every minute counts. The clearer the responsibilities and options of ministers, the faster we will reach confident and legally sound decisions. Knowing how to handle a crisis does not come naturally, which is why governments need to regularly conduct exercises.”
The scenario of the exercise involved Estonia preparing for military defence in an imminent threat situation, and the government discussing how to address the key issues arising in such a situation. The exercise is part of a series of exercises to help build preparedness and awareness of the role of ministries and government departments in performing their tasks related to national defence.
The Government Office regularly conducts crisis exercises for the government to test and practice preparedness for possible emergencies. Last year, the government practised operating in a hybrid situation, with increased cyber attacks, border violations, and hostile propaganda.
