Of the major expenses covered by the amount reserved, 4,500,000 euros is earmarked for the Ministry of Culture for A1 level Estonian language training for Ukrainian war refugees, 3,723,000 euros for the Ministry of the Interior for strengthening border surveillance and 1,419,000 euros for the monitoring of migration, 5,578,000 euros for the Ministry of Social Affairs for providing social services to war refugees, and 1,800,000 euros for providing health services to Ukrainian war refugees.
The government reserve will be reduced by 25.4 million euros. This amount will be added to the amounts already planned in this year’s state budget. During the preparation of the 2023 state budget, funds to cover the costs related to Ukrainian war refugees were planned as a full amount in the non-targeted funds of the government reserve. To date, the areas of government have fine-tuned their spending for 2023, based on a forecast of Ukrainian war refugees. As a result, it will be possible to reallocate the costs of the 2023 budget for the Ukrainian war refugees as more specific activities to the earmarked funds of the government reserve.
