At the meeting, Kallas stressed that the war launched by Russia must end with the defeat of the aggressor. “There can be no lasting peace without international order centred on the principles of territorial integrity and sovereignty. It is also necessary to hold Russia's leadership accountable for the crime of aggression in order to break the cycle of violence. No one should have immunity,” she added.
The prime minister added that the best deterrent to Russia is strong NATO and NATO membership. “Our region is a living example of this. In order to get rid of the grey zones in Europe, which have reproduced conflicts throughout time, we need Ukraine in NATO after the end of the war. We also must send a positive message to Ukraine in this direction in Vilnius.”
Estonia and the United Kingdom are working closely to give practical effect to the transition to an enhanced defence posture on NATO's eastern flank decided at the Madrid Summit. To this end, NATO's new regional defence plans and the commitment by all Member States of specific forces and capabilities are essential. According to Kaja Kallas, true collective defence means that the contribution of all allies to their defence capabilities must be increased to a level that ensures a strong deterrence and defence posture throughout the territory of the alliance and the ability to withstand all threats. “In order to implement the agreed actions to strengthen NATO while also continuing to support Ukraine, it is crucial to reach an agreement in Vilnius to increase the defence spending of all allies to 2% of GDP immediately and subsequently raise it to 2.5% by 2030. Estonia has already decided to increase its investment in national defence to 3% of GDP,” Kallas said.
Bilateral cooperation was also discussed, including opportunities to expand the partnership in the field of technology.
