Photos: the government convened for its first meeting

Stenbock House, 21 July 2022 – The Government of the Republic held its first meeting in Stenbock House to discuss organisational matters. The Government Office gave an overview of how the work of a minister as a member of the government is organised, the procedure for replacing the prime minister and ministers, communication with the Riigikogu, and participation in the decision-making process of the European Union.

According to the prime minister’s instructions, in her absence, she is replaced by Minister of Foreign Affairs Urmas Reinsalu and, in his absence, by Minister of the Interior Lauri Läänemets. If both are absent, the prime minister will be replaced by Minister of Finance Keit Pentus-Rosimannus. The order of precedence for replacing the prime minister includes all ministers.

Attending government meetings is every minister’s responsibility. A minister may be absent from a meeting only with the agreement of the prime minister, except if they are attending a session of the Riigikogu or the Council of the European Union, of which the prime minister must be informed in advance.

The government has a quorum if at least half of the members of the Government other than the prime minister are present.
